Expanding and Contracting circle over an image

Hi all,

I am looking to create this in JS/DHTML/CSS that I found in a flash script you can view here:
http://www.melodicmedia.com/dev/expandable/layeropen_flash_flash.html

I want the red expanding and contracting circle to be on top of a image so it only shows the parts of the image that the circle is around.

Any help you have would be much appreciated =)
